ককরোচদের কর্মসূচির আগে কার্যত ‘দুর্গ’ রাজধানী, রাজপথে ২৩ হাজার নিরাপত্তাকর্মী, বন্ধ মেট্রো-ট্রেন
সংবাদদাতা, নয়াদিল্লি: মুখ্য নির্বাচন কমিশনার জ্ঞানেশ কুমারের পদত্যাগের দাবিতে শনিবার যন্তর মন্তরে বিক্ষোভ কর্মসূচি ককরোচ জনতা পার্টির। তার আগে কার্যত দুর্গে পরিণত হচ্ছে দিল্লি। বিক্ষোভের অনুমতি দেয়নি পুলিশ। মেট্রো পরিষেবায় নিয়ন্ত্রণ আনা হয়েছে। বাতিল হয়েছে একাধিক ট্রেন। রাজধানী জুড়ে নজিরবিহীন নিরাপত্তায় মোতায়েন থাকছেন ২৩ হাজারেরও বেশি কর্মী। এর জেরে ভোগান্তির আশঙ্কা নিত্যযাত্রীদের।

দিল্লি পুলিশ জানিয়েছে, বিক্ষোভের জন্য ১০ দিন আগে জানানো বাধ্যতামূলক, কিন্তু সেই নোটিস তারা পায়নি। এ ছাড়া আগের বিক্ষোভে নির্দেশিকা লঙ্ঘনের অভিযোগও তোলা হয়েছে। জনসুরক্ষার স্বার্থেই অনুমতি খারিজ করা হয়েছে বলে জানিয়েছে পুলিশ। মধ্য দিল্লির বিভিন্ন এলাকায় জারি হয়েছে BNSS-এর ১৬৩ ধারা। পুলিশের হুঁশিয়ারি, নিষেধাজ্ঞা অমান্য করলে আইনানুগ ব্যবস্থা নেওয়া হবে। যন্তর মন্তর ও নিউ দিল্লির স্পর্শকাতর এলাকাগুলির দিকে বিক্ষোভকারীরা এগিয়ে যেতে পারেন। বিক্ষোভ মোকাবিলা করতে সর্বশক্তি দিয়ে নামছে পুলিশ।

The application is regarding an intimation for a protest on 10th October at Jantar Mantar. The protest was regarding the accountability of the CEC. This intimation was considered, and it was found that the intimation was given in a very short span of time, whereas as per the prescribed guideline, the intimation has to be received 10 days prior to the protest that is planned. Further, it is also important to mention that on an earlier occasion, when the Cockroach Janta Party was given permission to hold a protest there, they did not follow the lawful directions and did not follow their own undertakings given at that point in time. Therefore, because of not following the legal directions, their own undertaking, and the prevalent law and order situation, and to maintain public safety, law and order, and traffic regulation, this time the permission is rejected; it is not approved. It is important to mention that in the New Delhi area, Section 163 of the BNSS (Bharatiya Nagarik Suraksha Sanhita) is in operation, under which, to maintain public order and safety, a reasonable preventive restriction is in place. It is further important to mention that if anybody violates the provisions of Section 163 of the BNSS, then proper legal action will be taken against them.”

বিক্ষোভের দিন, অর্থাৎ ১০ অক্টোবর, ভিড় স্পর্শকাতর এলাকায় ঢুকে পড়তে পারে, সেই কারণে ৫৭টি মেট্রো স্টেশনে বিধিনিষেধ জারি হয়েছে। অ্যাডভাইসরি অনুযায়ী, ৯ অক্টোবর, শুক্রবার রাত ৯টা থেকে ওই স্টেশনগুলির প্রবেশ ও প্রস্থানের গেট বন্ধ থাকবে। ওই স্টেশনগুলির উপর দিয়ে যাওয়া ট্রেনের সংখ্যাও কমতে পারে। স্টেশনগুলির মধ্যে রয়েছে রাজীব চক, সেন্ট্রাল সেক্রেটারিয়েট, নিউ দিল্লি, প্যাটেল চক, জনপথ, মান্ডি হাউস, বারাখাম্বা রোড, আইটিও, দিল্লি গেট, খান মার্কেট, লোক কল্যাণ মার্গ, উদ্যোগ ভবন, কাশ্মীরি গেট, হজ খাস, আইএনএ ও লাজপত নগর। এই স্টেশনগুলির মধ্যে অধিকাংশ ইন্টারচেঞ্জিং স্টেশন।তাই নিত্যযাত্রীদেরও দুর্ভোগের আশঙ্কা থাকছে।

বিভিন্ন রাজ্য থেকে আসা নিউ দিল্লি ও হজরত নিজামুদ্দিন স্টেশনে বেশ কয়েকটি ট্রেন বাতিল করা হয়েছে। শনিবার ভোর ৪টে থেকে দুপুর ২টোর মধ্যে যে ট্রেনগুলির পৌঁছনোর কথা, সেগুলি আগেই বাতিল ঘোষণা করা হয়েছে। সূত্রের খবর, রাজধানীতে মোট ২৩ হাজার কেন্দ্রীয় সশস্ত্র পুলিশ বাহিনীর (CAPF) কর্মী মোতায়েন করা হচ্ছে। কেন্দ্রীয় স্বরাষ্ট্র মন্ত্রক ৮ থেকে ১২ অক্টোবরের জন্য ২২১ কোম্পানি CAPF মোতায়েনের অনুমোদন দিয়েছে। এর বাইরে দিল্লি পুলিশকে দেওয়া হয়েছে আরও ১১০ কোম্পানি। এর মধ্যে রয়েছে ৮৫ কোম্পানি সিআরপিএফ, ১০ কোম্পানি এসএসবি, ৭ কোম্পানি আইটিবিপি, ৭ কোম্পানি ব়্যাপিড অ্যাকশন ফোর্স এবং ১ কোম্পানি সিআইএসএফ। থাকছে বহুস্তরীয় ব্যারিকেড। কন্ট্রোল রুম থেকে সিসিটিভিতে নজরদারি চালানো হবে। পুলিশ সূত্রে খবর, গোটা রাজধানীতে বসানো হবে ফেস রিকগনিশন সিস্টেমের ক্যামেরাও।

ইন্ডিয়া জোটের বিক্ষোভের জেরে ২ অক্টোবর থেকে উত্তাল রাজধানী। গত ৬ অক্টোবর নির্বাচন কমিশন অভিযান ছিল কংগ্রেস-সহ বিরোধী দলগুলির। আটক করা হয় রাহুল গান্ধী-প্রিয়াঙ্কা গান্ধীকে। তৃণমূল কংগ্রেস, সমাজবাদী পার্টি-সহ একাধিক দল ওই বিক্ষোভ কর্মসূচিতে অংশ নেন। ১০ অক্টোবর ককরোচ জনতা পার্টির বিক্ষোভ কর্মসূচিতে আসার কথা জানিয়েছেন রাহুল গান্ধী। যোগ দেওয়ার কথা বলেছেন সিপিআইএমএলের ছাত্র সংগঠন আইসা নেত্রী নেহা বোরা। মমতা বন্দ্যোপাধ্যায়, অভিষেক বন্দ্যোপাধ্যায়, মহুয়া মৈত্র, ডেরেক ও ব্রায়ানরাও রাজধানীতে আছেন। তাই শনিবার ককরোচদের আন্দোলনকে কেন্দ্র করে নতুন করে উত্তপ্ত হয়ে উঠতে পারে রাজধানী।
